About the Project

The City of Woodinville is extending the 133rd Avenue NE grid road extension and constructing a new roundabout that will connect Woodinville-Snohomish Rd and Little Bear Creek Parkway (NE 177th Place). Construction of the new roundabout is part of the long-planned extension of 133rd Avenue NE, a critical link in the City’s downtown street grid.

Project Background & Vision

Since incorporation in 1993, the City has prioritized building a complete downtown street grid. The 133rd Avenue NE extension closes a long-standing gap in that network, connecting NE 171st Street to NE 175th Street and Little Bear Creek Parkway across the former rail corridor.

This project arrives at a pivotal moment. With rails recently removed along the Eastrail Corridor and the Trestle Bridge replacement scheduled to begin in Summer 2026, the City is taking proactive steps now to reduce future traffic impacts, create safer multimodal options, and lay the groundwork for the next generation of public infrastructure.

Proactive Procurement: Saving Time, Reducing Risk

To keep the project on schedule and avoid construction delays, the City took an unusual but strategic step: procuring the pedestrian tunnel in advance, rather than waiting until the prime construction contractor was selected.

The prefabricated tunnel has a long lead time (3–4 months), and delaying procurement would have pushed construction well into the rainy season, increasing costs and risks. The City Council approved the $749,594 contract with Titan Earthwork in early 2025 and the tunnel is expected to arrive in August 2025.

133rd Ave, NE Roundabout Art

The City Council approved a visual connection between the roundabout and the adjacent Eastrail pedestrian tunnel and directed staff to include the addition of a piece of art in the center of the roundabout. The piece was envisioned to interact with natural light, complement the tunnel skylights, and enhance the newly created public space.

City staff provided input through their community outreach and engagement opportunities provided in the summer, 2025.

The RIVER, by Wildheart Designs is the preferred artwork selected by the City Council pending final proposal submission and contract execution.

This sculptural form honors the Sammamish River – a lifeblood of the Woodinville landscape. Just as the river nourishes vineyards, farms, and wildlife as it meanders, this artwork evokes movement and connection.

Positioned in the center of the roundabout, the piece will become a landmark that mirrors the spirit of Woodinville, rooted in nature, shaped by community, and always in motion." by WIldheart Designs.

The City Council reviewed three art concepts and selected a concept for the 133rd Avenue NE Roundabout on August 5, 2025. Agenda Report 8-5-25
