Project Background & Vision
The City of Woodinville has extended 133rd Avenue NE and is constructing a new roundabout that will connect Woodinville-Snohomish Rd and Little Bear Creek Parkway (NE 177th Place). Construction of the new roundabout is part of the long-planned extension of 133rd Avenue NE, a critical link in the City’s downtown street grid.
Since incorporation in 1993, the City has prioritized building a complete downtown street grid. The 133rd Avenue NE extension closes a long-standing gap in that network, connecting NE 171st Street to NE 175th Street and Little Bear Creek Parkway across the former rail corridor.
This project arrives at a pivotal moment. The rails were removed along the Eastrail Corridor, and the Trestle Bridge replacement is scheduled to begin in Summer/Fall 2026. The City is taking proactive steps now to reduce future traffic impacts, creating safer multimodal options, and laying the groundwork for the next generation of public infrastructure.
Proactive Procurement: Saving Time, Reducing Risk
To keep the project on schedule and avoid construction delays, the City took an unusual but strategic step: procuring the pedestrian tunnel in advance, rather than waiting until the prime construction contractor was selected. The prefabricated tunnel has a long lead time (3–4 months), and delaying procurement would have pushed construction well into the rainy season, increasing costs and risks. The City Council approved the $749,594 contract with Titan Earthwork in early 2025 and the tunnel arrived in late summer, 2025.
133rd Ave, NE Roundabout Art
The City Council approved a visual connection between the roundabout and the adjacent Eastrail pedestrian tunnel and directed staff to include the addition of a piece of art in the center of the roundabout. The RIVER, by Wildheart Designs was the artwork selected by the City Council.
At its August 5, 2025 meeting, the City Council reviewed three proposed public art concepts and selected The River by Wildheart Designs as the final design, reflecting strong community support. During July, the three concepts were presented to the public through the Summer Concert Series and an online survey. The public was invited to share feedback and vote for their favorite design. The River received the highest number of votes, with 42% of the total responses, making it the community's top choice.
